You must ask your hosting provider to install ioncube_loader and activate it from PHP extensions.

Maintenance mode redirect all pages to one page and it can't permit to open other pages.

At first please Check your PHP version. If you are using OpenCart 3.0.3.8, you must use PHP 7.4 and if you are using OpenCart 4.0.2.2 or 4.0.2.3, you must use PHP 8.1.
